I want to say big thank you for your continued support for good governance in Enugu over the years, and most especially in this year 2020. Despite all that has happened this year-the pandemic, #endsars protests# and the second economic recession, we have many reasons as a state and people to be grateful to God for given Ndi Enugu a leader like His Excellency Rt.Hon. Ifeanyi Ugwuanyi at all these challenging moments. And you will agree with me that God is faithful to all of us; and also that Enugu State is indeed in the hands of God.
As the year 2020 is winding down and as we begin to count down to 2023, there is one more thing for all men of goodwill and conscience: be courageous and fear not. Let’s remain constant in speaking the truth, boldly rebuking vices; and patiently suffering for truth.
Presently, the political barometer in Enugu points to neither hot nor cold. However, deceitful messages, fake news and unfounded stories are being carefully packaged and freely promoted as political weaponry by desperate power seekers. But one thing is assuring, the good people of Enugu state will never be deceived.
Recall that sometime in September,2020, both the social and print media were awash with the solidarity visit of Ebano family to the Enugu government house in support of the People’s Governor.
The most thrilling and fascinating thing about the said visit was the bold statements made by the various speakers at the event to the effect that zoning or rotation arrangement of governorship position among the three senatorial district is sacrosanct and that the next Governor will emerge from Enugu East Senatorial District by 2023 when the incumbent governor will round off his eight years in the office. The said statement largely cleared the air regarding the sustainability of the long standing zoning arrangement in the state since the return of democracy in 1999 which some politicians are desperately attempting to scuttle.
His Excellency Sen. Dr. Chimaroke Nnamani on that fateful day unequivocally stated that the leaders of the state will endorse Governor Ifeanyi Ugwuanyi’s political decision regarding his successor.
That statement to me underscores the in-depth understanding of the dynamics of power and politics by the said speaker.
Now that it is becoming clearer that the next governor of the state will emerge from Enugu East Senatorial District, the pertinent question is: from which local government in the zone will the next governor emerge from? Enugu East Senatorial District has six L.G.As namely Nkanu East, Nkanu West, Enugu East, Isi-Uzo, Enugu North and Enugu South L.G.As.
In the determining the local government in the zone from where the next governor will emerge , the principles of justice, equity, fairness and good conscience ought to be applied. In this regard, the six local government councils that make up the zone ought to be placed on the power sharing table bearing in mind that the essence of zoning is for equity and fairness so as to give sense of belonging to all interests groups or segments both the minority and majority.
Adoption of the zoning formula for key positions as well as rotation of key offices in the state is a well-thought out political arrangement for equitable distribution of power and this has immensely enthroned peace and also engendered political stability in Enugu since 1999. Such affirmative political arrangement in which the interests of various segments are meant to be accommodated into the political space has become critical to ensure fairness and equity in the system.
Factually speaking, all the local government in Enugu East Senatorial District that have had fair, equitable and substantial representation in government both at federal and state level except Isi-Uzo. Key positions such as the office of the governor, office of deputy governor, Senatorial position, Ministerial position and critical positions in the state owned institutions and parastalts zoned to or meant for Enugu East Senatorial Zone have been rotating among the other five local governments namely: Nkanu East, Nkanu West, Enugu East, Enugu North and Enugu South which had once, twice or even more represented the zone in one capacity or occupied the said the said positions.
For the purpose of emphasis,1.Nkanu West has produced a governor between 1999-2007, federal minister,SSG- 1999-2002,Senator-2007-2011 and currently serving in the Senate;2.Nkanu East has produced a deputy governor between 2007-2015, federal minister and SSG;3.Enugu South has produced Senators between 1999-2007 and a governor; 4.Enugu North LGA( a metropolitan LGA) has produced a federal minister and a governor;5. Enugu East LGA produced a Senator between 2011-2015, VC of ESUT and currently the head of the legislative arm of the government.
From the foregoing analysis,it is clear that for so long, there have power imbalances in the zone.
There is serious need to address equity within the zone in power equation.
Equity is a posture,a disposition as well as a tenacious commitment for good deeds.
It is on this note and many more that justice, equity and fairness beckon on behalf of Isi-Uzo people for other local governments in the zone to graciously and magnanimously concede the position of governorship to Ndi Isi-Uzo if zoned to Enugu East Senatorial District come 2023. There is absolutely nothing wrong with micro-zoning of positions within a zone.
It still serves and meets the ends of Justice which it postulates.
Consequently, there is a clear clarion call for all the stakeholders and leaders of the state to pay close attention to the political plights of Isi-Uzo people in Enugu East regarding power distribution since 1999.
Posterity will definitely reckon with and also be kind to all those who will make such deserving sacrifice.
It is heart-warming that Enugu is blessed with a leader with conscience. A leader who has zero tolerance for injustice in whatever form or guise.
And Enugu people will ever remain grateful and thankful to the Almighty God for having such a leader like Governor Ifeanyi Ugwuanyi whose belief in equity, justice and fairness is unparalled. He has demonstrated his acute sense of justice both in his appointments and distribution of infrastructures across the state. So,2023 is such another remarkable occasion for our amiable Governor to further demonstrate his acute sense of justice which has been the bedrock of his administration since its inception till date and times to come.
Justice, equity and fairness beckon on the stakeholders of Enugu State to deeply look inwards and consider Isi-Uzo for lion building 2023.We innately know what is good, fair, just and equitable but we cannot get tired of trying to drum it into our ears.
Lets bring to a reality an idea which its time has come.
